A recent oversight report highlights concerns regarding the increasing use of Intergovernmental Support Agreements (IGSAs) by the Department of Defense (DOD) for installation services. According to the report, the number of IGSAs with state, local, and tribal government entities has significantly risen from 45 in 2018 to 316 in 2025 across all DOD installations.
The report, however, raises questions about the reliability of the military services’ cost savings estimates associated with these agreements. It finds that the estimation practices do not align with industry best practices, potentially leading to incomplete or unreliable data. Furthermore, the guidance provided by the military services for cost estimation lacks specificity, especially for IGSAs involving multiple services across installations. The review of selected cost estimates revealed that they did not adequately consider the full scope of services that could be provided under these agreements.
